Would you pay an elite safety before a good pass rusher?

Team-building orthodoxy says pay quarterback, tackle, receiver, corner, and edge before almost anyone else. But a versatile safety can disguise coverage, erase a tight end, fit the run, and clean up everyone else's mistakes. If the choice is an elite safety at the top of his market or a merely good edge defender for similar money, which contract helps a modern defense more?
